What each state defines

Every jurisdiction has its own set of rules. Moda tracks them all: total practice hours, night hours, highway hours, bad weather hours, and instructor hours. It also knows permit duration, minimum age for the permit holder, and minimum age for the supervising driver.

Night driving definitions vary more than you'd think. Moda handles 4 different night definition types across the country—sunset-based, fixed time, seasonal variants, and state-specific custom windows. Curfew hours are stored with DST variants so they stay correct year-round.

Maine requires 70 hours of practice—the highest in the country. Arkansas requires 0. Oregon asks for 100 hours without driver's ed, but drops to 50 with it. West Virginia waives practice hours entirely if you complete driver's ed. These aren't edge cases. They're real rules that affect real families.
